Express 24/7 in a fix

Two days ago I sat down to watch the Morning Show on express 24/7 the only english news channel of Pakistan when I realised that they are repeating the promos and the show missed the scheduled beginning time.Then i noticed the time clock is painted white on the screen from then on I knew there is something wrong.
Usually the first thing that comes to my mind is that my cable operator blocked the channel for one of the multiple obvious reasons.So I checked the channels online and found that the same pre-recorded promos are running their as well.Which means that my cable operator had nothing to do with the blocking of express 24/7.
Now there could be only two other reasons...
1. Muharrum or 2. USAID  which is the main sponsor of many pakistani channels and primetime shows.
